Fighting Game Design – Ultras/Supers/Hypers Damage Scaling

First of all, I have a big beef with Damage Scaling… but I especially have a problem with having Ultras/Supers/Hypers be effected by damage scaling. If supers are effected by Damage Scaling, then the most optimal use for them would be OUTSIDE of a combo. Why would you EVER want to incentivize random ultras? A player would does a really long, cool combo deserves to not have their Ultra, which normally deals 1,000,000 damage to only deal 25,000 because they are doing a long combo. That is bullshit.
